An internal remediation tracker helps organize unfinished work. A regulatory POA&M has specific eligibility and closeout rules. Creating a spreadsheet does not make a gap acceptable for conditional CMMC status.
Give the two records different jobs
A contractor may use an internal task list throughout preparation. That list can contain discovery questions, planned purchases, implementation work, documentation updates, and review activities. A POA&M used for conditional CMMC status has a narrower regulatory purpose and should not be treated as another name for every open task.
Apply the level-specific rules
Under 32 CFR 170.21, Level 1 does not permit a POA&M. Level 2 conditional status allows only eligible unmet requirements under specified scoring and other restrictions. A score alone is not sufficient: excluded requirements and closeout conditions also matter. Read the complete rule before concluding that an item can be deferred.
Do not turn “we have a plan to fix it” into “we meet the requirement.” Preserve the distinction in leadership reports, customer discussions, and assessment preparation.
A task record that leads to verified closure
- Problem: describe the observed gap and affected environment.
- Requirement: identify the requirement and objective under review.
- Owner: name the person responsible for the work.
- Dependencies: record approvals, access, vendor actions, or prerequisites.
- Completion criteria: specify what must change and how it will be checked.
- Evidence: link the resulting records in an approved repository.
- Verification: identify who reviewed the fix and the conclusion.
Use status words consistently
A useful internal sequence is identified, assigned, in progress, implemented, awaiting verification, and closed. Keep an item open if the implementation is finished but the verification is missing. State what “closed” means in your team's process so that a dashboard does not hide the remaining work.
Illustrative example: a team plans to remove access for inactive users. The purchase of an administration tool does not close that task. A completed change, a check of the affected accounts, and suitable records provide a stronger basis for closure. The actual assessment determination still depends on the applicable objective and scope.
Report blockers as decisions
A leadership report should explain the decision needed, its owner, and the effect on the preparation plan. “Waiting on vendor” is less useful than identifying the missing deliverable, the responsible contact, and the next action. Give the business enough information to intervene.
Connect the tracker to the assessment plan
Before finalizing a result, review outstanding work against the applicable rules. Keep internal planning dates separate from regulatory deadlines. Federal Bid Partners (FBP) can be contacted to discuss readiness gaps; evaluate CMMC Pulsar as a way to coordinate the supporting work. Neither software status labels nor a consultant’s task list confer CMMC status.
Common questions
Can Level 1 use a POA&M?
No. An internal preparation tracker is useful, but it does not create a conditional Level 1 status.
Does every Level 2 gap qualify for a POA&M?
No. Eligibility depends on the rule’s scoring restrictions, excluded requirements, and other conditions.
